GDC Registration from Pakistan in 2026: Route, Fees and Timeline
GDC registration from Pakistan follows one route for almost every dentist: a BDS from a PM&DC-recognised college counts as a primary dental qualification, but you must still pass the two-part Overseas Registration Exam (ORE) — £485 for Part 1 and £6,967 for Part 2 as of 2026 — and prove English at IELTS Academic 7.0 or OET grade B. Budget roughly £12,000–£16,500 and 18–30 months from first document to GDC number. The ORE changed provider, fees and booking system in 2026, so older guides are already out of date.
Is a Pakistani BDS accepted by the GDC?
Yes. A four-year BDS from a college recognised by the Pakistan Medical and Dental Council (PM&DC), followed by the one-year house job, qualifies you to apply for the ORE route to GDC registration. There is no approved list of Pakistani colleges — the GDC assesses each application individually.
One naming point: the regulator was the PMDC, became the PMC in 2020, and was restored as the PM&DC in 2023. Certificates under any name are fine, but your registration must be current with today's PM&DC.
The GDC checks three things: an authentic, full-time primary dental qualification comparable to a UK BDS (confirmed through a UK ENIC statement), at least 1,600 hours of patient-facing clinical experience, and identity documents that match your qualification documents exactly. It never waives the exam — FCPS, MDS or an MSc does not exempt you from the ORE.
The document set: the route starts in Islamabad, not London
Most avoidable delays are paperwork delays. Assemble the following before you open the GDC application:
- BDS degree certificate and detailed transcripts — showing subjects, marks and clinical content year by year, not the summary mark sheet.
- HEC attestation — attest both through the Higher Education Commission's e-services portal; urgent service is available at HEC offices in Islamabad, Lahore and Karachi.
- UK ENIC Statement of Comparability — about £60 including VAT as of 2026. The GDC will not assess your application without it, and ENIC takes weeks, so order it first.
- PM&DC registration certificate — current and paid up.
- PM&DC certificate of good standing — the GDC only accepts one issued within the last three months, so sequence it last. If you last practised abroad — common for Pakistani dentists in the Gulf — the GDC also requires good standing from that country's regulator.
- House job completion certificate and logbook — hospital, departments and dates. This underpins the 1,600 clinical hours, confirmed through clinical reference forms signed within three months of application.
- Character reference — from your dean if you graduated within the last 12 months, otherwise from another professional who knows you.
- Passport — used for the GDC's online identity check.
A police clearance certificate is not needed for the ORE application, only at the visa stage — allow two to four weeks.
English language: IELTS Academic 7.0 or OET grade B
The GDC's benchmark is IELTS Academic 7.0 overall with no section below 6.5, or OET grade B in all four sub-tests. Standard Academic IELTS is fine for registration — you do not need the UKVI version. Either test must have been taken within the last two years, and the GDC is reviewing its English guidance during 2026, so check the current page before booking.
For most Pakistani dentists the OET Dentistry test is the better fit: its material is dental, so preparation overlaps with ORE revision. Grade B also exceeds the CEFR B2 requirement at the visa stage, so one test serves both purposes.
The ORE in 2026: new provider, new fees, new bottleneck
The GDC signed a new ORE contract with UCL Consultants in March 2026: first sittings from August 2026, booking through your MyGDC account, a £115 application processing fee, and a 60-working-day target to assess a complete application.
ORE Part 1 — the written exam
Two computer-based papers, three hours each, sat in London: Paper A covers dental science and human disease, Paper B clinical dentistry including law and ethics. The fee fell under the new contract, from £584 to £485 per attempt, with 600 places per sitting and 2,400 across the first year. ORE Part 2 — the clinical exam
Four components at the UCL Eastman Dental Institute: three operative procedures on a dental manikin, an OSCE, a diagnostic and treatment planning exercise, and a medical emergencies assessment including basic life support. The fee rose 65% under the new contract, from £4,235 to £6,967 per attempt. Only 944 Part 2 places are scheduled in the first year — 144 in September 2026, then around 200 per sitting — rising to a planned 1,500 by year three. Attempt limits, the five-year window and the LDS
You get four attempts at each part, and you must pass Part 2 within five years of your first attempt at Part 1. The GDC gives some Part 2 priority to candidates near the limit, but never sit Part 1 casually — it starts the clock. A useful detail: failing only the medical emergencies component of Part 2 means a standalone £686 retake, not the full fee.
The Licence in Dental Surgery (LDS) from the Royal College of Surgeons of England leads to the same registration — and contrary to forum belief, it is not being wound down. It is expanding: around 1,000 Part 1 places in 2026, a planned 2,000 a year from 2027, a remotely sat written Part 1 and revised fees from September 2026. Compare both routes before committing.

At mid-2026 exchange rates of about PKR 370 to the pound, that is roughly PKR 4.5–6 million. Two cash-flow notes: the £6,967 Part 2 payment usually lands in your second year, and the registration fee is pro-rated — registering in July costs about £349, though the £698 annual retention fee then falls due each December.

The biggest saving is parallel planning: prepare for the English test while transcripts and ENIC are processing, and start manikin practice while you wait for a Part 2 place — sequencing stages one at a time routinely adds a year.
The visa at each stage: visitor, Health and Care Worker, Graduate
There is no dentist visa before registration. Both ORE parts are sat in the UK, so Pakistani candidates attend on a Standard Visitor visa — £135 for six months as of April 2026. Sitting a professional exam is a permitted visitor activity; support the application with your exam booking, bank statements and evidence of ties to Pakistan. You cannot work on this visa.
After registration, a job offer from a licensed sponsor brings a Certificate of Sponsorship and the Health and Care Worker visa — £324 for up to three years as of 2026, exempt from the Immigration Health Surcharge, with spouse and children as dependants. OET grade B or IELTS 7.0 already exceeds the visa-stage English requirement (CEFR B2).
The third path is studying first: complete a UK master's degree, then use the Graduate route to live and work in the UK while finishing the ORE — no visitor-visa shuttle, at the cost of tuition fees.
Three delays that cost Pakistani applicants months
- Ordering the good standing certificate too early. The GDC treats it as in date for only three months. Candidates order it first because it feels productive, then watch it expire while ENIC and references lag. Start with ENIC and the clinical references — they take longest — and order good standing last.
- Transcripts that stall verification. Registrar offices that take eight or ten weeks to respond — or issue summary mark sheets without clinical hours — silently add a quarter to the timeline. Request the detailed transcript explicitly and follow up in writing every two weeks.
- Name mismatches across documents. Transliteration differences between passport, degree, PM&DC certificate and English test booking — a missing middle name, "Mohammad" against "Muhammad" — trigger identity queries that freeze applications. Audit everything against your passport spelling and fix discrepancies at source or by affidavit.
